The problem is that the number of rooms is a big concern. My daughter doesn't want to issue two rooms unless she has to. Naturally, she would rather put their friends in an extra room.

I thought that might be the problem. I guess it is going to boil down to your/her wedding guests comfort level and if they would be all comfortable sharing a room (married couple and single friend).
It could work as long as they agree to it...it wouldn't hurt to ask and explain the situation that only one room was booked. Worth a try.
